Telangana: A reality




Concept of state: What was the need to divide the country in states?
Governance of India, a large nation with diversity, is almost impossible to run. It was needed to divide whole nation into small units capable of taking decisions for the development of that region.
What should be the basis for the division of the nation into states? As we have already mentioned that for the ease of governance India was divided into states. Governance is needed for the betterment of common people which was directly related to development. So the basis of division should be development. Unfortunately our politicians did mistake by dividing nations on the basis of language. It is the soul region the country is facing the problem of regional imbalance on the basis of development leading to demand of formation of new states. The issue of Telangana was the result of all these shortcomings of governance.
Here is the main question for the time being, is Telangana separated from Andhra or not. Leave the basis of separation and observe the realities and possibilities.
From the facts I have collected from various sources have given me insight to give right suggestions. It is true that there is asymmetric development in Andhra Pradesh and Telangana is at losing end although it is rich in natural resources. Most of the industries (about 65 %) are owned by Andhraites (they will certainly oppose the formation of new state as they have to lose their property there). People of Telangana are finding difficulty for playing such role in the state. Seven out of ten states are very backward as compared to districts of other parts. Politicians from Telangana hardly get chance to rule the state as CM (only 6 years till now). Although Krishna and Godavari River flow largely in Telangana region, their water are mostly utilized in other region. This fact causes discontent among farmers. Most of development projects are sanctioned in Andhra region only.
There are many historical reasons for the demand of separate state, but that is not so important me for making decisions as I believe it is very easy for local politicians to promote local cultures on their own. Even though one will take such factors then they will even consolidate the demand of separate state.
What is the immediate outcome of separating Telangana state? Given the scenario, centre will be seen as separating the state under pressure. This will give opportunities for the demand of new states from all corner of the country which will prove a great blow on the national sentiment of the country.
Given the situation, I will give my vote for carving out Telangana state. But proper care should be taken. Government should convince all the ministers and common people for the result. This should be done openly on center stage so that local politicians from other parts will be discouraged to take the decisions.
Another burning topic for discussion is small size of state will help in its development.
Some Facts about Telangana:

1. “Telangana”- Name of the Communist Party Pamphlet in 1945, Demanded Vishalandhra, “anti-feudal” and “revolutionary agrarian programme”, state committee of cpi issued a pamphlet called Prajarajyam in Visalandhra or people’s rule in the larger (Telugu-speaking) state of Andhra Pradesh.
2. At the time of the States Reorganisation Commission, the recommendation was to exclude Telengana from Andhra Pradesh — at the time, the region included five districts now in Maharashtra and three districts now in Karnataka. The recommendation was set aside, because of what the state saw as a special situation in those parts.
3. With a population of more than 3 crores now, with ten districts including Hyderabad, with 40 percent of AP’s land mass, if it is actually carved into another state it would be the fifth largest in the country

Economic reality: With the Krishna and the Godavari rivers flowing through the region, they claim they get very little from the rivers — claiming rights on seventy percent of the Godavari’s water, as they say two-thirds of the catchment area is in Telangana, as compared to just less than half of the water they say they get. With regard to the Godavari, as well, they want a much higher proportion of the total water, as the catchment area in Telangana is twice as much as the water set out for them.
6. The first Telangana movement, in pre-independence India, largely led by the Communist Party, involved 12 to 18 months of agitation against the Asafjahi Nizam’s landlords: in this period, claim Communist records, village peasant committees that made decisions and ruled. The Congress accounts, though, tell a different story; and when Sardar Patel decided to settle the difficult Nizam through ‘police action’, the Centre then thought it necessary to quell Communist activity in Telangana with a firm hand as well. The fact that the Telangana region, activities there and the political struggle in the area had a deep impact on national politics is evident from a view that even Vinoba Bhave’s bhoodan, started at the time, was the Congress Party’s way of sublimating the passions that the urge for land reform had stoked in the countryside. The next two agitations for statehood were in 1969 (Jai Telangana) and then again in 1972 (Jai Andhra). Both agitations, especially the one in 1969, led to chaos being experienced state-wide and school and college sessions were disrupted.
7. In 2001, when the deputy speaker in the AP state assembly, K. Chandrashekhar Rao, resigned from the TDP, and announced his support for a separate Telengana, he was joined by members of the Congress from the region, and 41 Congress MLAs even petitioned their leader pressing her to consider a separate Telangana. The emergence of the Telangana Rashtriya Samiti (the TRS), did at first signal a viable electoral base (with more than 100 of the 294 assembly seats, and 16 of the 42 parliamentary seats from the state being from Telangana), but recent polls, municipal, and by elections for the Vidhan Sabha and Parliament seem to suggest mixed trends, and TRS has received anything but a walkover.
8. The Telangana region accounts for 119 of the 294 assembly seats in Andhra Pradesh and 17 of the 42 Lok Sabha seats.
Osmania University is the nerve center of student agitation for Telangana State demand.
Mussalman favours separate Telangana State due to historical reason. It was the Islam state under the rule of Nizam before independence. Telangana consisted of 14% Mussalman whereas Andhra Pradesh consists of 9.4% only. This equation is taken as favourable by BJP.
Students has given slogan “Hyderabad Chalo”.
Issue: Distribution of water of Krishna and Godavari river, most of districts of Telangana were very backward contrast to district of Andhra State and Rayalaseema, people from Andhra are doing business in Telangana region also while Telangana people are deprived in most of cases,

IIM-If they would have given a thought for country

Ravi Matthai was director of IIM Ahmedabad. Being impressed by the thought and vision of Verghese Kurien, he invited him to join the Board of Management of IIM Ahmedabad. He gave lecture in the meeting for motivating students to feel that it is a matter of glory to work for at least three years before they go in search of their own progress abroad. The other members of the board sitting around the table were some of Ahmedabad's top industrialists. One of them took his cigar out of his mouth, looked at him and said superciliously, 'So Dr. Kurien, you want our graduates to go and milk cows.' He stood up, returned his look and said, 'No, you continue to teach them how to suck on cigars.' And then, Adding that he resigned from the board and walked off.

"I too had a Dream"

Every Indian as well as people who believe in service must go through this book. This should be counted as religious book which depicts the life and effort of a Godly man who dedicated his life for the welfare of people in spite of allurement, threat and hopeless condition.

I thought to give the name of this book as title of the blog, but his name is itself became so revered to me that I can not start this thread other than his holy name. Every Indian should once go to visit Anand to know the importance of service and develop a faith that if people start living with honesty and integrity then collective happiness can be achieved.

Kurien is great example and source of thousands who believe in service and think that life is not only meant for personal happiness but it is meant for serving people for collective happiness.

There are many good people in the country at higher position, thanks to our enriched culture which inculcates values among everyone, Kurien was able to achieve what he fighted for. There is time that more and more people should come ahead for betterment of society where people should live with harmony.

Kurien is truly a patriotic Indian. Our country is truly blessed by having people from all communities who dedicated their life for nation and became symbol of unity in divesity, the soul of the country.

The ancient Indian concept, Sabbe bhoomi gopal ki gave insight of the power given to the common man. Kurien by his action has proved that if common men were given power then whole country will prosper. But it is really very difficult to achieve that. India needs more Kurien.

Political Verdict 2009

By giving clear mandate to a national party and sidelining regional parties people of India have proved that India is marching towards a mature democratic system. The politics of victimization has no place in the current scenario of the world where people are more aware about the actions of political parties and they are able to make independent decisions. Now the age of "ism" is ending. Only the voice of development echo with implementation and action are able to attract people's mandate.

Terrorism free India, a vision shown by BJP which also tried to show itself as Hindu pro party by bringing forth Narendra Modi and having soft corner for Varun Gandhi in spite of his communal statements, was not able to change the people's mood. People have come to know that terrorism is more institutional problem rather a political voice. No party is going to endorse terrorism.

Blackmoney issuse was important issue which would have brought fortune for millions of people. It might be possible that people have no confidence of getting money.

The best part of the election, where RJD, LJP, BSP and SP parties who kept winning by wooing castiesm and doing nothing for their upliftment were discarded by development oriented people. The setback to Left was historical where the long awaiting voice of people was finally echoed with the result. The success of Mamta Banerjee ensured that now the time has come when the voice of common man can not be ignored on the name of development.

Overall scenario is rosy. But we can not claim anything from one election. The distribution of percentage of vote along with absence of larger educated mass from election process put challenge to the national parties. They all have to work hard in near future. Now it is evident that only word is not going to play but work can get people's mandate.

Intellectual opinion

Getting fed up by doing work which are mostly iterative types in the lab, we need some change. Generally we walk to the staff canteen and have a cup of tea sitting under the tree. We used to delve either into some entertainment stuff or into some political, social issues. Today my colleague criticized the action of social activist like Arundhati Roy and argued that their net input to the development is zero. I personally felt that their agitation is not baseless even they are motivated and directed by some tycoon. Common men have grievances and hence they are coming behind these people who are trying to give them voice. Now it is the duty of Gevernment to adress these issues properly. Instead of negotiating these leaders, if Government would have wooed people, it is really difficult to organize such agitations.

My dear friend made a very good point. "For the safety of village is it acceptable to sacrifice a family?" he asked me. I said yes. Taking inference of this logic he justified the destruction of some villages for the welfare of the nation. Suddenly one logical but counter thought propped up in my mind and I thought I should write to preserve this.

There is difference between the two issues, issue of security and issue of development. Everyone feels his duty to sacrifice his life for the safety of his community. His sacrifice was seen with respect. Basically people are motivated to sacrifice for their community rather they were pushed by giving some incentives. On the other side, if we deprive someone for the benefit of others, that may cause a resentment which might be harmful for the society. We can not justify for keeping someone hungry so that others would get two pieces of bread. As I personally think that it is more logical that distribute lesser amount of bread to all so that the last one would not have to sleep without bread. On this logic Government should have to provide proper compensation to the people who are getting affected by the development programs by imposing more taxes on benefactors.

Concern for Lack of Public Opinion in India

Read what Ashish Gupta (CSE 1987 IITK and an IPS officer - he’s at the PMO now) says to Indians

Dear friends,

As I write to my batchmates of business school, I grieve the death of my batch mate of IPS – Ashok Kamte in the terror attack in Mumbai. Kamte was a very bold, professional, sincere cop who was also a National level weightlifter – very brave and handsome. I grieve his death. But the reason I write to all of you is this -

Another Terror attack in Mumbai and I expect the same stereotype stand from the political parties, same response from the media and the same anguish and feeling of helplessness from the public. Rightly so, they ask, what is the Government doing about it? The opposition parties will exploit the situation to say that the Government has been soft on terror, should invoke POTA like legislation to curb terror, should hang Afzal Guru, etc. If legislations stop terror attacks then Maharashtra should have been safe – it has MCOCA in place (MCOCA has all the ingredients of POTA). Even Delhi has DCOCA, but the terror strikes happened here too. If deterrent strong action of hanging terrorists is an answer, then Punjab terrorism should have being put to an end after hanging the assassins of Indira Gandhi. But it did not. While legislations and awarding deterrent punishments are very essential in our fight against terror, then are by no means
sufficient to put an end to terror.

The public at large rightfully ask – if US could stop terror attacks after 9/11, why can’t our security system do the same here?

Friends, we will continue to have such attacks till we as a nation and as a society do not decide to invest in the police of the country. We expect a first-world police reaction from a third-world police. You will be surprised to know that even today many of our police stations do not have vehicles. As for connectivity amongst police stations, while police stations (PS) have radio communication sets (RT sets), in some States the PS do not have an extra battery to keep the sets working – this means that they switch open their RT sets every two hours to check if there is any event of any consequence! This is when even the poor in our country can afford mobile sets! We still have weapons that are outdated. We have no centralized database to check on identity of person detained.

Cases take decades to get conviction, unlike the US where it is disposed off in a months time. What will a criminal be afraid of if he is not punished? Police leaders are hardly kept in their places of postings for a significant time so that they can improve situations – I, for example, have been transferred 27 times in 9 years of active policing in UP!!! Political insulation from professional work does not exist. We always talk of Intelligence failure – but what infrastructure we have there is a matter of concern. There are many more issues of manpower, equipment, infrastructure and the like. But we as a society are not bothered – or is it that human life, and more so a life of a policeman, is too cheap? Or is it that we are not aware of the deficiencies in our security systems?

Each political party will make use of another terror attack as an opportunity to malign the other and claim that it will improve security situation when it comes back to power. As if POTA or hanging Afzal Guru will! The reaction of the Government is also on the same lines – will legislate a strong anti-terror law, will create a federal agency, will bring in police reforms, etc. Haven’t we heard the Governments in power repeat the same after each terror attack, but still nothing happens. All political parties, whether in power or outside, are the same. They misuse the police system to meet their selfish ends. Unfortunately these terror attacks are only ‘action events’ for the media to keep people hooked on to the TVs. But hardly we have informed and consistent discussions in media to improve the security situation.

Friends, the reason I write this mail is because I feel that you all need to make yourself aware of the realities of the police. Police is hated, to say the least. But because it is hated, you don’t keep yourself away from the malaise and refuse to raise a voice to improve it. Police impacts you on a day-to-day basis – your sense of security and dignity depends upon that. But why do we, educated people, not raise enough hue and cry so that the political parties are forced to change the policing system and hence improve your security? Friends, please become aware of the realities of policing and beware of rhetoric of political parties – the solutions they offer are superficial and will not improve security situation. You can’t build an edifice of security organisation with a weak and hollow foundation.

Excuse me for my outburst and discontinuous thoughts – I kept writing what ever came to my mind. But please make yourself aware and let others know where the lacunae lie and build public opinion so that security systems improve. Else please be prepared for mindless killings and falling policemen (by the way, did you know that the number of policemen who have died in the line of duty over the last 10 years is more than the total Army personnel who were killed in all the wars together since 1947? We lose almost 3 policemen per day!!).
